THE WHITE SLAVE TRAFFIC

WHILE all can see that women are sold for sex commerce, until very recently it was believed that the women were themselves the sellers. It was thought that either for love of luxury, or discouragement after seduction, or through their hunger needs women have consented to sell themselves promiscuously. But in late years and through accumulated evidence, it has been proved that the great business of supplying inmates for evil institutions has been and is carried on by persons who make a business of securing the girls for this traffic…..

In 1907 the United States government, through a special committee of the Immigration Commission, made an investigation of the importation and harboring of women for immoral purposes. The report says (Senate document 196, pages 8 and 9):

“…..The procurer may put his woman into a disorderly house, sharing the profits with the madam. He may sell her outright; he may act as an agent for another man; he may keep her, making arrangements for her hunting men. She must walk the streets and secure her patrons, to be exploited, not for her own sake, but for that of her owner…..”

They secure such power over the girls, first, because the girls are young and ignorant of their legal rights, and again because a girl is always suspicioned for being led into such a place. Though she be perfectly innocent, people are not ready to believe her. Lastly, when the punishment is beating or death, girls and men, too, can be forced into almost anything…..

It is just as much the duty of Socialists here and now to combat the white slave traffic as it is to strive for higher wages, rights of asylum, universal peace, or any of the other measures for which we all contend. It is in this broadness of spirit that our best good is to be found.

WHO ARE WHITE SLAVES?

TODAY the whole country talks and writes unceasingly of white slavery. As a descriptive title it is striking, and this fact helps to give it publicity; it attracts attention and sticks in the mind. But it is not wholly accurate. Slaves there are, but they are not always white; many black women and little yellow ones are also slaves in a world that should be free.

Slaves! What is a slave? A human being who has no freedom of choice, one who must live according to the will of another. Technically, when we speak of white slaves, we mean unwilling prostitutes. It is this phase of the matter that is arousing the just rage of a slowly awakening world. No rage can be too great for the crime, it must indeed become so great that it will sweep the horror from the face of the earth…..

Slaves, every woman of them today, whether prostitutes held unwillingly, or prostitutes gone willingly “astray,” whether submissive wife or rebellious virgin. Slaves every one, because there is no freedom of choice, but only a blind, cruel, stupid master, the social system, that without reason and without sympathy enslaves its womanhood.

But the cure is on its way. Women are becoming thinkers and are testing for themselves the chains that bind them. They are learning how to break them. They are at last beginning to realize that they are slaves, and that this is not a necessary condition; just as the working class is beginning to see that wage slavery is not necessary.

So on with the fight against white slavery and black, on with the working class rebellion against wage slavery, but let women especially keep up the rebellion, demanding fearlessly and incessantly sex freedom and economic freedom.

A CONVICTION grew upon me in my boyhood days-which has broadened and deepened with the out-going years—that human nature is inherently good. In the old Hebraic records, composite of earlier documents which register the world’s notion of creation, I was caught by the reiteration of the idea of the goodness of all things. The after-development of tribe and nation, however, seems to give the lie to this primal verity. Prophets and philosophers in the cuneiform script and Vedic hymn of Egypt and India, singers and sculptors in the psalm and glistening marble of Palestine and Greece, throughout the centuries have sought to keep alive the sense of goodness in the brain of man. Yet all the time murder and rapine, disease and wretchedness flaunted denial in the face of truth. Pariah, slave, and bond-servant groaned in hopeless toil the while Kung-fu-sdu and Gotamma the Buddha proclaimed kindness and justice and David and Homer sang of high emprise.

Christianity came, with a catholic breadth of goodness, teaching the brotherhood of man, gathering up the treasures of foregoing ages wherewith to enrich the race, and sending messengers of peace through all the turbulent highways in every land. Far-reaching deeds of love marked its growth in palace and hovel: yet the clash of swords and the snarl of the slave-driver’s lash broke in upon its holiness; and, ever and anon, hunger drove some mother to insane slaughter of the anæmic babe at her breast. The rich in high places rose up against a Savonarola and a Sir Thomas More and tried to silence the reproach of their goodness in death:

“And in such indexes, although small pricks
To their subsequent volumes, there is seen
The baby figure of the giant mass
Of things to come at large.”

Within reach of every banquet’s savor crouched the gaunt figure of Poverty; and the shadows of the Universities swept athwart the bleak paths of Ignorance and intensified the darkness. Gradually, through all the travail of the earth’s growth, came the machine to lift the burden from the straining muscles of men; and its only effect was to change the servitude of the many into an equally galling wage-slavery without surcease of misery and hate and crime. Meanwhile, the inherent goodness of human nature asserted itself in large heroism and patient bravery. Republics were builded out of the strength of the common people; and fine philosophies of liberty were engrossed upon the parchment of history, but humanity failed to reach the heights where gladness holds her breathing-places. The goodness of human nature seemed to be spent in the Sisyphus-like task of rolling some needless burden up the hill of Time and falling ever backward to the bottom in a futile renewal of toil.

As I read the annals of civilization in books and traced their later chapters in field and shop and factory, my early conviction of the inherent goodness of human nature was sharpened by its contrast with the physical evils everywhere so blatant. I saw the tragic waste of life wherewith the commerce of to-day stands crimsoned in the blood of the proletariat. I noticed little children slowly murdering by the loom and sewing-machine. In the disease-sodden tenements of the slums I saw hundreds of men and women dragging out a living death their lives foreshortening by the vilest adulteration of food and drink and by the foul air and reeking bodies of their fellow-men in the low, narrow rooms in which they huddled together. Drunkenness, insanity, and sexual perversions were all too common: nevertheless self-sacrifice, kindness, and wondrous patience were equally in evidence.

It is the same old story, as pitiful as old, as true as pitiful.

When the whistle blows in the morning, it calls the girl slaves of the bottle washing department of the breweries, to don their wet shoes and rags, and hustle to the bastile to serve out their sentences.

It is indeed true, they are sentenced to hard, brutal labor, labor that gives no cheer, brings no recompense. Condemned for life to drudge daily in the wash-room with wet shoes and wet clothes, surrounded with foul mouthed, brutal foremen, whose orders and language would not look well in print, and would surely shock over-sensitive ears, or delicate nerves!

And their crime? Involuntary poverty. It is hereditary. They are no more to blame for it than a horse is, for having the glanders. It is the accident of birth. This accident that throws so many girl workers into the urging, seething mass, known as the working class, is what forces them out of the cradle into servitude-to be willing (?)slaves of the mill, factory, department store, hell or bottling shop in Milwaukee’s colossal breweries.

Here they create wealth for the brewery barons, that they may own palaces, theaters, automobiles, blooded stock, farms, banks and heaven knows what all, while the poor girls slave on, all day, in the vile smell of sour beer, lifting cases of empty and full bottles, weighing from 100 to 150 pounds, while wearing wet shoes and rags; for God knows they can not buy clothes on the miserable pittance doled out to them by their soulless master class.

True respect for women is mostly confined to the working class. Strange as it may sound to the unthinking, and the unobserving, a woman or girl is safer from insult in any crowd of workingmen, however plain and rough, than in any crowd of idlers, however well-dressed and worthless. To take the modern miniature of Sodom, Spokane for example: decent women may pass up and down Stevens street-even among the spiritless slaves who are saying mass to the job signs of the employment sharks, and not a man who would breathe a word of offense.

How many women do not look down and feel nervous and apprehensive as they pass the crowd of loafers at the corner of Howard and Riverside streets, and these loafers are the very cream of Spokane society-yes, more, they are the refined cream, the Limburger cheese of the town. The same thing is true in all cities; it is the workingmen who are chivalrous, and the loafers who are curs.

The sharpest quote in the battle hymns of all nations has been the call to defend “wife, home and children,” but how could this affect our modern American employing class? What a task! “To defend wife?” Which wife? Which one of the modern employing class concubines could stir the spirit of bravery in the breast of a spaniel? The task is too great; too much responsibility! Love of home and wife may do well enough for a plain workingmen, but our advanced employers, with their plural marriages, have not bravery and “love” enough to go ’round.

In all ages, women, from their comparative bodily weakness, have been treated as inferiors. St. Paul says that “It is a shame for a woman to speak in the church.” Paul was right. It is a shame not only for women, but for men to speak in the church, which has been and is, one of the chief influences used to keep the female sex in submission. “Let her ask her husband at home”-for information, says Paul. Fancy a woman asking an A. F. of L. scab, with a broken back, for “information!” Men have fought and bled for religious liberty for themselves, and have thought to win real freedom by gaining the baubles of suffrage and theoretical “political” rights. The modern suffragette agitation among women may cause some of the men to smile, but they are following where the political “socialist” saints have trod-the ballot is the way, the truth and the life!

When it comes to suppressing real crime the law, as administered under the present system, always proved a mockery and a farce. The decision is invariably in favor of the strong and against the weak; in favor of the class in power and against its subjects.

Recently there has been a federal investigation of the unspeakable white slave traffic in Chicago. District Attorney Edward W. Sims has been honestly trying, be it said to his credit, to suppress the revolting commerce in young girls which has blackened the centers of our so-called civilization. About the time the district attorney had his evidence complete and felt sure of his case the United States supreme court rendered a decision shattering the prosecution and in effect legalizing the shocking white slave traffic. It seems unbelievable and yet the facts stand forth beyond dispute. The decision in question has just been rendered and in referring to it District Attorney Sims says:

It will be necessary now to prove the actual importation in each case. I think the federal government will be able to do very little in obtaining convictions. The entire prosecution of such cases will be left to the state courts and to the police.

Which means that the white slave traffic will be left to the gamblers, blacklegs, hack-politicians and pimps, agents of the commercial pirates who established the traffic, and who are carrying it forward to the everlasting disgrace of the state and for their own private gain.

Under this odius and abhorrent traffic thousands of poor, innocent girls are lured to this country, ruined and placed in brothels under contract to end their blasted lives in nameless horror.

The point above all others to take into account is that these girls are uniformly the children of poverty, the daughters of the working class, and for this reason it is of grave significance and its lesson should be graven deeply upon the hearts of all the millions who toil.

Silent Defenders

Another big batch of I. W. W. prisoners was landed in the Federal penitentiary yesterday. They were brought in from California in a special car in charge of six deputy United States marshals. They got into the prison at 3:30 in the afternoon.

These were all white men and they were a tough looking bunch. There were sharp and well dressed looking prisoners in the ninety-one that were brought over from Chicago with Haywood last fall, but the California gang seems to be run down hobos.

They will be dressed in Monday and put to work Tuesday. Like the other I. W. W. prisoners they will be divided up among the working gangs of the penitentiary.

SACRIFICING YOUNG GIRLS IN ROLLING MILLS.

In a Pittsburg foundry girls are employed to make simple cores for castings. A quick girl can make 10,000 a day, for which she receives $1. According to the investigator who reported to charities on “Pittsburg Women in the Metal Trades”, this work is carried on in clouds of drifting dust. As the cores are finished they are set on trays, which the women carry across the room to the ovens. A loaded tray weighs from ten to 25 pounds.

It has been estimated that there are six hundred thousand women in the United States who sell their bodies for a living. I know that many of you will shudder reading of this number of unfortunates and will think of them with hatred and disgust.

But be merciful, women, those sisters of yours are not bond slaves like the prostitutes of ancient times, nor are they aliens like the medieval woman of the street. They are gathered from your very midst, from the girls who have by adverse circumstances been impelled to turn to prostitution as a means of livelihood.

Like ourselves, these unfortunates have been carried under a mother’s heart, like ourselves they have been born and destined for an honest life, but victims of force and fraud, or economic conditions, they soon reached the point where society held out nothing better for them than the life of shame.

Prostitution is very seldom a voluntary choice on the part of the fallen. Girls do not elect to cast themselves away, they are driven to the haunts of vice. A young working girl is an easy mark for a man’s designing. And the designers are not wanting. Their most fruitful recruiting grounds are the stores where girls work long hours for small pay; the homes that have few comforts and no pleasures; the streets where girls are often cast while still unknown to sin, but are in want and without shelter; in places where distress and temptation stand ever present.

Mrs. Florence Kelley is one of the noblest women I know, and has worked for twenty years or more for Socialism among trades unionists and other classes of men and women. She used to belong to the Socialist party, but has not been a party member for many years. Last Sunday Mrs. Kelley was present at the mass meeting of the Christian Socialist Fellowship, when Eugene V. Debs spoke.

She was there when everybody else on the program spoke; but when she heard his wonderful plea for the woman who is not “fallen” but “knocked down;” for his sisters who are forced by a cruel and heartless system to sell their honor for a living, when she heard him declare, in a voice broken with emotion, that he honors these sisters of his and places his arm about them, and takes his stand by their side, Mrs. Kelley could not hear more.

Her face was flushed, and I saw the tears she wouldn’t let come to her eyes, as she exclaimed: “I am ashamed to be out of the party that has a man like that at its head! I’ll take out my membership card for him tomorrow.”

And her word is as good as her bond. Welcome to another new comrade!-The New York Evening Call.
