THE WHITE SLAVE TRAFFIC

WHILE all can see that women are sold for sex commerce, until very recently it was believed that the women were themselves the sellers. It was thought that either for love of luxury, or discouragement after seduction, or through their hunger needs women have consented to sell themselves promiscuously. But in late years and through accumulated evidence, it has been proved that the great business of supplying inmates for evil institutions has been and is carried on by persons who make a business of securing the girls for this traffic…..

In 1907 the United States government, through a special committee of the Immigration Commission, made an investigation of the importation and harboring of women for immoral purposes. The report says (Senate document 196, pages 8 and 9):

“…..The procurer may put his woman into a disorderly house, sharing the profits with the madam. He may sell her outright; he may act as an agent for another man; he may keep her, making arrangements for her hunting men. She must walk the streets and secure her patrons, to be exploited, not for her own sake, but for that of her owner…..”

They secure such power over the girls, first, because the girls are young and ignorant of their legal rights, and again because a girl is always suspicioned for being led into such a place. Though she be perfectly innocent, people are not ready to believe her. Lastly, when the punishment is beating or death, girls and men, too, can be forced into almost anything…..

It is just as much the duty of Socialists here and now to combat the white slave traffic as it is to strive for higher wages, rights of asylum, universal peace, or any of the other measures for which we all contend. It is in this broadness of spirit that our best good is to be found.

WHO ARE WHITE SLAVES?

TODAY the whole country talks and writes unceasingly of white slavery. As a descriptive title it is striking, and this fact helps to give it publicity; it attracts attention and sticks in the mind. But it is not wholly accurate. Slaves there are, but they are not always white; many black women and little yellow ones are also slaves in a world that should be free.

Slaves! What is a slave? A human being who has no freedom of choice, one who must live according to the will of another. Technically, when we speak of white slaves, we mean unwilling prostitutes. It is this phase of the matter that is arousing the just rage of a slowly awakening world. No rage can be too great for the crime, it must indeed become so great that it will sweep the horror from the face of the earth…..

Slaves, every woman of them today, whether prostitutes held unwillingly, or prostitutes gone willingly “astray,” whether submissive wife or rebellious virgin. Slaves every one, because there is no freedom of choice, but only a blind, cruel, stupid master, the social system, that without reason and without sympathy enslaves its womanhood.

But the cure is on its way. Women are becoming thinkers and are testing for themselves the chains that bind them. They are learning how to break them. They are at last beginning to realize that they are slaves, and that this is not a necessary condition; just as the working class is beginning to see that wage slavery is not necessary.

So on with the fight against white slavery and black, on with the working class rebellion against wage slavery, but let women especially keep up the rebellion, demanding fearlessly and incessantly sex freedom and economic freedom.

Mother Jones, the most beloved woman in the United States among laboring men, spent yesterday in Texarkana, leaving last night for Dallas and Fort Worth, from where she will go to Del Rio, In connection with the recent arrest and detention there of a number of Mexican political refugees. Mother Jones is not interested in the case of the refugees as it applies to the political matters involved, but is deeply concerned over the labor questions involved and from which it is said the real cause of their arrest sprang.

Sunday evening, February 21, Elizabeth G. Flynn gave a very instructive lecture under the auspices of the Chicago Propaganda League, at 55 North Clark street, on the subject, “Why Women of the Working Class Need Not Be Interested in Woman Suffrage.”

The speaker argued not so much against woman suffrage in itself, as against the emphasis now being placed by Socialists upon a question of secondary importance. She pointed out that woman’s activity in the labor movement promised more fruitful results along the line of building up the economic organization, by which alone conditions in industry could be improved and rendered more nearly equal for both men and women, and the danger of “sex war” averted, which was one of the grave possibilities of the agitation merely for “equal political rights.”

The meeting was well attended, and interest manifest throughout the lecture and the discussion which followed.

Next Sunday, February 28, at the same hour (8 o’clock) and place (55 North Clark street). Theodore Hertz will speak on “Tendencies in the European Trades Unions towards Industrial Unionism.” The change in dates for these two lectures was made on account of the fact that Miss Flynn will speak in Buffalo on the 28th.

The first time I saw Elizabeth Gurley Flynn was at a Socialist meeting in New York City in 1906. She was the speaker of the evening. A sixteen year old high school girl, she was indeed an interesting personality. The last time I saw her was in Chicago, where she came as a delegate to the convention of the Industrial Workers of the World. Meanwhile, she had become “famous” in New York City, all the big dailies writing up her activity for Socialism, some of them giving whole pages to it. Although a “mere slip of a girl” she promises much for the future, both from an intellectual standpoint, and as a “soap boxer.” For she has made most of the eastern part of the continent, speaking night after night for weeks at a time. The spirit of the poet and the revolutionist are beautifully combined in her, together with a power of logic, which often is wanting in older heads. She has been called the Maud Gonne of the American movement.

When we are talking of the number of men who are tramping the country looking for work—hungry, broken-spirited, abject creatures, who once thought themselves men, as good as any of their kind—let us not forget the women, and the little children of these men.

Last winter in Chicago after the first flurry of the panic, I had occasion to visit a number of the “homes” of those who had been thrown out of work. In every case the men were out, hunting feverishly for the chance to make even a little money by any kind of hard labor. And in every case my heart ached and my soul grew sick when I thought of the future of the women and children of those families.

“It is awful when the children cry for food, and we cant give it to them,” said one woman who had never before known what it was to be down and out. Another mother, about thirty, and strong and handsome, had to sit by and watch her seven-year-old daughter burning with fever, and without the care of a doctor because she had lost her job in a department store, and there was no money even to buy food. She had applied for work at all the large stores again and again. She had tried everywhere—and was told that they might need her during the holidays. But the holidays were weeks away. Already she had moved into a questionable quarter because rent was cheap. And unless that mother got work within two weeks, there was but one resource left her, if she would save herself and her child from death through starvation. And that was the sale of her body.

It was for a charitable institution I was working—and I knew that those institutions were crowded to their utmost with destitute cases.

Such, indeed, was the condition of the poor in Chicago last winter, that the superintendent of compulsory education, W. Lester Bodine, took up the case of hungry school children, followed his investigations for six months, and finally ascertained that there are 5,000 starving children, and 10,000 that are underfed, in the schools of the city.

Socialist Party of America Button

The greatest political convention ever held in the interest of the working class in the United States will begin its deliberations on May 10th in the city of Chicago. This convention will represent every state and territory in the union and it will be the only political convention which will adopt a platform and name national candidates wholly in the name, and for the benefit of the working class.

Compared to the conventions of capitalist parties this will be a unique gathering. It will consist of both men and woman and its deliberations will be marked by the one unvarying purpose to faithfully express in political terms the economic interests of the working class….

The Appeal sends greetings to the delegates assembled at Chicago. It has full faith in their ability to clearly see the important duties which lie before them, and in their fidelity to discharge those duties with equal credit to themselves and the party.

It is an oft repeated phrase among Socialist agitators that the interests of men and women of the working class are identical, and therefore there should be no methods of education and appeal instituted for one sex alone; but that all efforts of this kind should be directed from one point, whether it be newspaper, pamphlet, street corner or platform, to all persons regardless of sex, creed or color.

And on this theory our educational work has proceeded, in this country at least, for the past quarter of a century. That is, we think we have proceeded on this theory. But it does not take very careful thought on the matter to discover that we have not acted in accordance with our theory at all, but have worked always as a matter of expediency along the line of least resistance with the male portion of humanity. It has never been very likely that we could reach the workingman in his wife’s kitchen or nursery, or her little parlor, and as it has seemed more expedient to work with him than with her, we have followed him to his lair—to the street corner, to the trade union hall, to the saloon. We have opened our locals in localities where he could be most easily reached, and have accommodated the environment to his tastes and needs. The little room at the rear of the saloon has not been so comfortable as his wife’s parlor or sitting room, and sometimes no larger. but he has felt more at ease in it when congregating with other men, so the locals have in some instances been established in the rear rooms of saloons, and frequently in other dreary, comfortless halls which are always obnoxious to women.

We have said, half-heartedly, that women could come to our locals in these dreary places. But they haven’t cared to come to any great extent, any more than the men would have cared to meet in the women’s parlors. It has been plainly a discrimination in favor of one sex above another. But it has always seemed a matter of expediency.

A little over one hundred years ago the first act was passed by the British Parliament to abate the evils of child labor.

The workhouses of London at that time were crowded with pauper children to the extent that their managers were paying a premium to the manufacturers to take them off their hands. These puny, half-starved children whom nobody owned, orphans, deserted infants, who had become a burden on the tax payers, were sent by the hundreds and thousands to supply the demand for cheap labor which was springing up in factories on every hand. They were housed in barracks, were driven long hours at hand tasks by their overseers, were fed the coarsest of food, and died by scores from disease—bone rot, curvature of the spine, consumption, and other infections produced by their manner of living.

It was this state of things that brought about the first law regulating in any way the labor of the child. This law was passed in 1802. And it was but the merest beginning. The evils of child labor were so many, so varied and so persistent, that to this day there is no adequate child labor law in the whole world. In 1833 it was estimated that in England there were 56,000 children between nine and thirteen in factories. many of whom worked sixteen hours a day. The English Woman’s Journal of 1859 gives the following account of pauper children in London:
